This is indeed Bad Science... solar panels don't use "fuel" so to discuss their "fuel efficiency" is nonsensical. Make mine anthracite or jet.

Not to defend the error about "fuel use" by solar panels, but once could account for the energy used during the manufacture and recycling of the solar panel, e.g. the lifecycle energy "efficiency."
These guys are smart enough that I'd bet they made the comment on purpose- I just didn't want others to miss that sub-gag.
